We are not told the exact terms of the

condition which the War Office wish to insert

in the Agreement with the Hong Kong Government

in order to meet the requirements of the Air

Ministry. I see no reason, however, why we should

not ask the War Office to withdraw the qualifica-

tion to their approval, so as to facilitate the

conclusion of the Agreement for the transfer to

the Hong Kong Goverment of the Kowloon Peak

Military Reserve.

that the Secretary of State would be glad if, in

order to avoid confusion and delay, they would

withdraw the qualification to their approval of

the draft memorandum of transfer as suggested by

the Governor
